I believe you hit the characters dead-on in this story, since I do feel Marko would be the instigator of any relationship between them. It just feels right. Marko isn't one to rush into any decision, but once he's made up his mind, good luck attempting to swim against his tide! Although I've never read the other story you mentioned, I too cannot conceive of Marko embarking in any kind of non-con relationship with Jack.
